Customs & Trade Compliance Specialist

 

Introduction

OMRON is seeking a highly motivated Customs & Trade Compliance Specialist to join our team.

As Customs & Trade Compliance Specialist, you will lead the Trade Compliance Center of Excellence within OMRON for the EMEA region.  You will create and maintain a working relationship with the diverse Business Companies, educating, informing, supervising and supporting them as to the trade compliance aspects of their business.

In this role, you will develop, roll out and maintain trade compliance activities as part of the broader Trade Compliance Program under guidance of the Indirect Tax, Customs & Trade Compliance Manager EMEA, which allows for identifying risks, preventing and mitigating damages related to the customs laws of countries where the company operates (EMEA region).

You will be part of Indirect Tax, Customs & Trade Compliance team. The role can be located both in Hoofddorp and Den Bosch, The Netherlands.

As Customs & Trade Compliance Specialist, your responsibilities will be as below.

 

Executive tasks:

  • Responsible for maintaining up to date and implementation of the following regional group rules:                 Customs Compliance.
  • Offer trainings with regard to OGR’s (Omron Group Rules).
  • Create/revise/update standard operating procedures (“SoP”) to formalize the process for customs compliance related activities.
  • Ensure proper escalation and follow up of compliance incidents (in line with the OGR’s, including yet not limited to the OGR for Integrated Risk and Compliance Management).
  • Embed trade compliance in business processes within EMEA region where OMRON conducts operations.
  • Ensure continuous monitoring of level of fulfillment of OGRs and relevant business processes in business practice (see below processes in scope)
  1. Customs Clearance
  2. Product Classification
  3. Trade Compliance data maintenance
  4. Maintenance of trade certifications
  • Monitoring of the changes in trade compliance regulations and law; inform timely business companies about upcoming changes, assess their impact; coordinate timely implementation in BCs.
  • Monitor changes in customs tariff and inform BC about required adjustments.
  • Review and validate customs duty calculations provided by logistics providers or customs brokers.
  • Coordinate duty refund requests, duty corrections or additional payment requests with customs authorities and logistics providers where discrepancies in customs declarations are identified.
  • Act as primary point of contact with customs authorities and coordinate customs audits, including preparation, communication with authorities and follow-up on audit findings.
  • Support implementation, maintenance and continuous improvement of trade compliance systems and ERP trade modules (e.g. SAP) to ensure accurate customs and tariff data.
  • Investigate opportunities of duty savings thanks to application of FTA, where possible.
  • Support for BCs in escalation of product regulatory compliance issues.
  • Contribute to and execute trade compliance activities defined in the Annual Compliance Plan developed by the Indirect Tax, Customs & Trade Compliance Manager EMEA.

Advisory tasks

  • Advisory for BCs in complex trade matters.
  • Decision about involving external consultancy.
  • Provide input/specifications for IT, based on changes of processes caused by changes in global economy (e.g. Brexit), new trade requirements, structural improvements.

Strategy

  • Link with GMI/GBI/GRL/GPQ related to the global trade compliance projects and the Annual Compliance Plan to be developed by the Indirect Tax, Customs & Trade Compliance Manager EMEA and as part of the Global Export Office.
  • Sound knowledge of the company’s business, in order to be able to identify red flags in operations, and to prevent violations of customs regulations.

 

Required education, knowledge and experience

  • Bachelor or Master degree, Logistics, Commerce, Business Administration or similar.
  • At least 5 to 7 years working (hands-on) experience in customs, international trade compliance or related logistics/compliance functions.
  • Experience in implementing and maintaining International Trade and Customs Regulations and trade compliance programs.
  • Good knowledge and experience with Union Customs Code.
  • Extensive experience with HS/TARIC classification and determination of country of origin.
  • Familiarity with the ERP system, trade compliance management systems
  • Familiarity with freight forwarder operations
  • Experience with customs valuation principles, preferential origin rules and Free Trade Agreements.
  • Knowledge and experience on transport of dangerous goods is a pre.
  • Professional proficiency in English (Dutch is a pre).
  • Excellent report writing, presentation and communication skills (the ability to present trade compliance concepts in a technical environment and to persons at all levels – internal management, operations, customers and suppliers).
  • Strong ownership, leadership to drive for results and change if needed.
  • Strong understanding of supply chain, IT and business operations.
  • Strong, critical thinking skills, ability to quickly see upstream/downstream impact and risk points.
  • Excellent problem analysis and solving skills - short term if required, but with a longer-term result-oriented view to solve issues in a sustainable manner.
